Mozambique has reached an important milestone for its pharmaceutical sector, and for Artemis Group. On 24 August 2026, the World Health Organization (WHO) recognised the Autoridade Nacional Reguladora de Medicamentos de Moçambique (ANARME) as operating at Maturity Level 3 (ML3) for the regulation of medicines and imported vaccines.
ANARME becomes the 10th national regulatory authority in Africa to reach ML3, joining Egypt, Ethiopia, Ghana, Nigeria, Rwanda, Senegal, South Africa, Tanzania and Zimbabwe, and the first in Portuguese-speaking Africa.
What ML3 Means
WHO’s maturity levels run from 1 to 4. ML3 confirms a stable, well-functioning and integrated regulatory system, assessed across core functions such as medicines registration, licensing, GMP inspection, quality control, pharmacovigilance and market surveillance. The recognition reflects years of work by ANARME to build capacity, improve its systems and align Mozambique’s framework with international standards.
Why It Matters to Us
For manufacturers, importers and distributors operating in Mozambique, Afri Farmacia among them, ML3 status strengthens confidence in the regulatory environment and lays the groundwork for regulatory reliance and cooperation with other authorities, and for better access to quality-assured medicines. It also supports Mozambique’s wider ambition to develop local pharmaceutical manufacturing and reduce dependence on imports.
It raises the bar, too. A more mature regulator will expect consistently strong GMP compliance, regulatory documentation, product quality, pharmacovigilance and supply-chain standards from the companies it oversees.
Looking Ahead
Reaching ML3 is a milestone, not a finish line. Sustaining and advancing regulatory maturity will depend on continued collaboration between ANARME, the pharmaceutical industry and other healthcare stakeholders. Congratulations to ANARME and everyone who contributed to this achievement.
